Aoyama Gōshō was born in Chiba, Japan, on May 17, 1880. He graduated from the Department of Law of Tokyo Imperial University in 1900. He was elected to the House of Representatives three times. During the Pacific War, he was appointed chairman of the Supreme Advisory Council for National Mobilization in August 1945
In 1946, he was named president of the North Asia Railway Company and in 1947 he became chairman of the Japan National Railway Company. He died on November 26, 1967.
